List and today's price differ only where coverage is incomplete: coverage is the volume-weighted share of a region's permits that carry both coordinates and a date, which is what the map and the heat map need. Seeding — how much of a market has been ingested so far — is disclosed on every location but deliberately kept out of the price, because it describes our backlog rather than the territory being sold. Cost per lead divides list price by expected annual permits; a shared residential lead from a marketplace runs $25–$100.
City prices are exactly half the region band above them, which gives the price list its most useful line: any two municipalities cost the same as the entire region containing them. A city needs 500 measured permits a year to be sold on its own — below that the arithmetic stops working, and it sells only inside a region.

The four-region rate is 33%, not 32%. At 32% the ladder is non-monotonic: a customer holding three Metro regions plus a Major would save ten dollars by adding a Standard region. Nobody would complain, which is exactly why it would ship — the price list would simply contain a configuration that charges less for more. 33% is the lowest monotonic rate, verified exhaustively against every basket in the catalogue rather than by example. The ladder terminates in National, applied as a cap: no combination of regions can cost more than the whole country.
Provincial coverage is not a product. There is no provincial SKU and no provincial price — the figures below are simply what the multi-region discount above already produces for whichever regions happen to sit inside each province. They are here because it is the first question a buyer asks, not because there is something to sell.

✱ Two regions cross provincial lines — Prairies covers Manitoba and Saskatchewan, Atlantic Canada covers four provinces — so a buyer in any one of those provinces buys the whole region and the same $400 appears against each. Those rows are the same single purchase counted six times, not six separate ones, and they carry no ladder discount because one region is one region. Only British Columbia, Ontario and Alberta hold enough regions of their own for the ladder to bite.
